Unlike other workers’ compensation benefits, SJDB is provided as a voucher rather than cash, and it helps cover expenses related to education and job retraining rather than medical bills or lost wages.

Eligibility for Supplemental Job Displacement Benefits

To qualify for SJDB, a worker must meet specific requirements. The injury must result in a permanent partial disability, and the worker must have filed a workers’ compensation claim. The employer must not offer permanent, modified, or alternative work within the worker’s limitations. If suitable work is offered, regular employment must pay the same salary, while modified or alternative work must pay at least 85% of the worker’s prior wages. How Much Is the SJDB Voucher?

The standard SJDB voucher is valued at $6,000, regardless of the severity of the injury or medical costs. Certain portions of the voucher can be used for specific purposes: up to $600 for vocational counseling or placement services, up to $1,000 for computer equipment, and up to $500 for miscellaneous expenses. The voucher cannot be converted to cash except in some settlements if there is a dispute over coverage.

What Can You Use the Voucher For?

The SJDB voucher can be used to pay for a variety of retraining and education-related expenses. These include tuition, fees, books, tools, or other necessary materials at California public schools or state-approved training providers on the Eligible Training Provider List (EPTL). It can also cover professional license or certification fees, exam preparation courses, vocational counselor services, resume preparation, and educational equipment. All expenses must be incurred and submitted with receipts before the voucher expires, which is two years after issuance or five years from the date of injury, whichever is later.

How to Obtain and Use the Voucher

The claims administrator must offer the voucher once it is determined that the worker has a permanent partial disability and the employer cannot provide suitable work within 60 days of receiving the Physician’s Return-to-Work & Voucher Report. The voucher is provided on a form called the Supplemental Job Displacement Nontransferable Training Voucher (DWC-AD 10133.32). To use it, present the voucher to your chosen school or training provider, and they can request direct payment from the claims administrator. If you pay upfront, submit receipts to get reimbursed, usually within 45 days.
